A native of Illinois, Cotter transferred from Western Illinois University to UCLA, receiving a B.A. in history. She obtained a master's degree in administration from Cal State University, Dominguez Hills before taking a position in UCLA's Registrar's Office.
Who is your favorite hero of fiction? Scarlett O'Hara, a strong, self-reliant woman who persevered through many trials and tribulations, but still was a procrastinator.
What do you consider your greatest achievement? Being a survivor of Hodgkin's disease.
