BUREAU BRIEFS
UCLA COLLEGE: Patricia O’Brien, an award-winning historian and accomplished administrator, has been named executive dean of the UCLA College — the largest academic unit in the University of California system.… ADMISSIONS: While a record number of California transfer students have applied to UC for fall 2004, the number of high school students applying for seats in the next freshman class dropped for the first time since fall 1993.... GSE&IS: After a long period of decline, interest in politics is on the rise among the nation’s students entering the ranks of freshmen, according to the results of an annual survey.

CHANCELLOR URGES STAFF TO BECOME ADVOCATES FOR UCLA
Hoping to stave off the deepest of Gov. Arnold Schwarzenegger’s proposed cuts to the University of California, Chancellor Albert Carnesale is urging UCLA staff to advocate on behalf of the university in discussions with friends, neighbors and business and political leaders.

GRAD STUDENT VILLAGE TO HELP UCLA COMPETE
A village within Westwood Village rising on the southwest edge of the campus will soon bring together a vibrant community of graduate students drawn from the entire campus and the world.

CELL 'TALK': Engineers at UCLA have discovered a way to alter cell metabolism so that cells can artificially communicate with each other.... LAB MANAGEMENT: The University of California recently signed a one-year contract extension to continue managing the Lawrence Berkeley National Laboratory on behalf of the U.S. Department of Energy.... CANCER ON THE NANOSCALE: UCLA researchers have received a $1.5-million grant from the W. M. Keck Foundation for a new interdisciplinary program that will use nanotechnology to understand the origins of the majority of solid tumor cancers.

DID YOU KNOW?
Study abroad continues to attract a growing number of UCLA students. Since Sept. 11, 2001, more Bruins — not fewer — have traveled to more than 30 countries with UC’s Education Abroad Program. In 2002-03, 582 UCLA students studied at centers around the globe, compared to 502 in 2001-02, a 16% increase.

STATE TREASURER VISITS
State Treasurer Phil Angelides recently visited UCLA’s Center for Embedded Networked Sensing (CENS) at the Henry Samueli School of Engineering and Applied Science to hear firsthand of potential effects of proposed reductions in state funding for 2004-05.

INAUGURAL INSTITUTES TO ATTRACT LEGAL EXPERTS
Some of the world’s most experienced mergers and acquisitions lawyers, judges, government officials and investment bankers will gather Feb. 27-March 2 for the UCLA School of Law’s inaugural institutes on mergers and acquisitions.

EXHAUSTED BUT SILL STANDING: The hardiest of 400-plus UCLA students were expected to stay on their feet for 26 hours this past weekend in support of children who are infected with HIV or have AIDS.... HEEDING DISASTERS : The UCLA Center for Public Health and Disasters is providing Head Start programs with free disaster preparedness workbooks. Nearly 1 million children are enrolled nationwide in the Head Start programs.... NEW CENTER LAUNCHED:
More than 200 campus community members gathered Jan. 29 to celebrate the launch of the Center for Community Learning — the UCLA College unit that evolved out of the university’s long-standing programs to create opportunities for undergraduates to learn through civic engagement.

In his 2004-05 budget proposal for California, Gov. Arnold Schwarzenegger has singled out for elimination two programs within the University of California: the Institute for Labor and Employment (ILE) and outreach programs to increase minority admissions.
